Finance Department

The Finance Department includes: the offices for utility billing and payment; payroll, accounts payable/receivable and financial accounting. 

As of January 1, 2013, the Regional Income Tax Agency of Ohio (R.I.T.A.) will be collecting and administering income tax collection for the City of Waterville. The City of Waterville has a local income tax rate of 2%. This tax is levied on the income of residents, non-resident employees, and corporations operating within the City. Residents who work in another municipality and who have an income tax liability in that municipality may receive a credit for taxes paid to the City of Waterville, provided that the credit does not apply against the first 0.5% levied by Waterville. Specific questions can be directed to R.I.T.A. by calling 1-800-860-7482, or visiting ritaohio.com. The local income tax is the primary source of revenue for the City and provides the necessary financial support for most of the City’s departments and programs.
