November 2008 Water & Sewer Rate Study
for proposed rates in 2009 through 2012
Waterville Residents are responsible for paying their monthly water bills. Bills are mailed on the last day of each month, and are due on the 15th. If the 15th falls on a weekend or an official holiday, payment is due on the next business day. New residents must come to the Municipal Building on North Second Street to fill out an application for service. ***A $50.00 deposit is required to set up the account but it will be credited to your account after 2 years of on-time payments.
***(Beginning January 1, 2010 the City will no longer issue Water Deposit Refund checks. The two year on-time payment deposit will be applied directly to the current water bill until fully credited (CO-Part 9 Title 3 – 931d). An exception, a check will be issued if your final bill is less than the deposit amount when you move from the City. Amounts less than three dollars ($3.00) shall not be refunded (CO-Part 9 Title 3 – 931e).
The City of Waterville also offers direct payments on water bills. Direct payment comes directly out of the resident’s checking account. Forms for direct payment can be downloaded here or are available at the Municipal Building on North Second Street. Water Deposit Refund Policy
When you apply for water/sewer service in the City, you are required to place a $50.00 deposit. After two years of on-time payments that deposit will be applied directly to the current water bill until fully credited (CO-Part 9 Title 3 – 931d). An exception, if your final bill is less than the deposit amount when you move from the City, a check will be issued, except amounts less than three dollars ($3.00) shall not be refunded (CO-Part 9 Title 3 – 931e).

Waterville’s Rubbish & Recycling
The City has a contract with Stevens Disposal & Recycling. Trash and recycling are both collected on Monday. Have your materials at the curb by 7:00 a.m.
* Residents are limited to three (3) bags/containers per week. Each bag/container must weigh 50 lbs. or less.
* Households with excess of 3 bags/containers may purchase extra bag tags for $1.00 at the Municipal Office 25 N. Second St. Hours are 8:00 to 4:30 p.m. Monday thru Friday.
*Large, bulky items, such as furniture and appliances are collected the same day as regular trash. *Residents must purchase a bulk item sticker for each item. Large item tags are available for $10.00 at the Municipal Office.
*Appliances – Residents are responsible for the removal of all freon refrigerants form applicable appliances prior to collection by the contractor. A certification label must be affixed to the appliance. This requirement is mandatory by Federal Law.
* Bi-Annual Unlimited Collections: The City of Waterville will have a one-day unlimited clean-up twice per year for residents to dispose of unwanted items. Collections will be curbside and items will not require tags. Residents will be notified prior to the collection of the exact date and time.

* Holiday Collection Schedule. Stevens Disposal & Recycling observes the following holidays: January 1, Memorial Day, July 4, Labor Day, Thanksgiving Day, and December 25 (Christmas Day). There will be no collection on these holidays. Collections will always be delayed one day if the actual Holiday falls on a Monday, if not the regular schedule is observed. Holiday collection schedule does not apply if the actual holiday is observed on a Saturday or Sunday.

**If the actual holiday is on Saturday or Sunday the refuse pick-up will remain on Monday the regular pick-up day!
Never Delayed
The following holidays do not affect the refuse pick up schedule: Martin Luther King Day / Veteran’s Day / Columbus Day / Presidents Day

* Exclusions. Curbside collection excludes the following materials: Yard Waste, including brush, grass, leaves, shrubs; auto parts; tires; building materials, including paint, concrete, metal pipes, and rocks; Liquids, motor oil, hazardous chemical – pesticides, insecticides; dead animals. * Bags and Containers – Use only standard, regulation metal or plastic waste containers or bags 1.5 mil or stronger. Do not use cardboard boxes, waste basket liners, plastic or paper grocery bags, barrels or laundry baskets for the curbside collection of your waste or recyclables. This is litter as well as a safety precaution for our drivers and collectors.
Special Services. Stevens Disposal & Recycling provides collection and containers for special projects such as remodeling and certain excluded items. Please contact Stevens Disposal directly should you require additional or special services.

Curbside Recycling
Residential curbside recycling is provided through the City’s contract with Stevens Disposal & Recycling. Each Monday Stevens Disposal will pick up recyclables and refuse.
Recyclables do not need to be sorted. Place your recycling bin at the curb away from your refuse. Do not use plastic bags or cardboard boxes as recycling containers. You can purchase extra bins at the Municipal Building 25 N. Second St.
Recyclable Items Include:
1) Newspapers and Cereal Box-Type Paperboard: Stack in paper grocery bags or tie with string. No wet newspapers.
2) Clear, Green, and Brown Glass Bottles and Jars: Remove lids and rings. Rinse clean.
3) Plastics #1 through #7: Remove lids and rings. Rinse clean. Flatten if you wish to save space.
4) Aluminum and Steel Cans: Rinse clean and remove any paper labels. For safety place the lid inside the can pinch the end closed.
5) Brown or White Corrugated Cardboard: Remove all packing materials. Break boxes down into sections not more than tow feet long. Bundle boxes together with string. You may leave tape, staples, and address labels on boxes.
The City of Waterville has one recycling drop-off station. The station is located at the Public Works Complex at 1215 Waterville-Monclova Road. The station is free and open to all residents 24 hours a day, 365 days a year. The following items are accepted:
* #1 & #2 Frosted Plastic Milk Jugs & Bottles
* 2 Liter Plastic Bottles / #1 & #2 Colored Plastic Bottles
* Clear, Brown, & Green Glass Bottles & Jars
* Glossy Magazines
* Bundled Newspapers Only
* Steel (Tin) Cans / Aluminum Beverage Cans
* Brown or White Corrugated Cardboard

LEAF COLLECTION
The City of Waterville offers curbside leaf collection from mid-October to mid-November. Please rake your leaves as close the street as possible, in a row that is parallel to the edge of the street. PLEASE DO NOT RAKE THEM INTO THE STREET OR PUT THEM IN A CONTAINER. Make sure your leaves are free from weeds, rocks, garden waste, grass clippings and dried corn stalks. YARD WASTE COLLECTION Begins April 4th 2011 through November 28th, 2011
This is a “Pay As You Throw” Program. As of 2008 the Yard Waste Program will strictly consist of curb side pick-up only.
Yard Waste Collection day will be on Mondays from 8:00 am to 3:30 pm if a holiday falls on Monday collection will be delayed until Tuesday. Weekly yard waste collection runs from the first Monday in April until the last Monday in November.
* Only biodegradable yard waste bags with the official City of Waterville yard waste sticker affixed to the bag will be collected.
* Yard waste shall be placed at the curb or berm of the street, not to exceed 50 pounds in weight.
* Yard waste bags shall not be placed within the right of way of the street for collection more than 24 hours prior to the time scheduled for pick up but at least by 6:30am the day of pick up to ensure collection. In no case shall yard waste bags be placed for collection in such a position as to be within the traveled portion or berm of the street.
Yard Waste Collection Includes:
* Bedding plants / Leaves / Flowers / Flower garden debris / Grass clippings / House plants
* Ivy and vine plants / Ornamental grasses / Straw
*Vegetable garden debris / Weeds / Cornstalks
Yard Waste Collection DOES NOT Include:
* Plant pots / Sod / Soil / Stones / Stumps / Trash of any kind
*** If we are unable to pick up any bags there will be a sticker affixed to the bag the reasons this may occur:
* Use of improper bags / Bag does not have the official City tag affixed
* Weight of bag is more than 50 pounds. / Bag not placed in proper location for pick up
* Bag containing itmes from the “DOES NOT” include list
Cost of the Yard Waste Program:
* The cost of the Official City Yard Waste Tags is $2.25 per tag. They can be purchased at the following locations:

* Biodegradable Waste Bags can be purchsed at the following locations:
Waterville Hardware / Wardell’s Farm Market as well as in the gardening department of other stores

The City of Wateville is pleased to introduce our new Brush Pile Program: Cleanwood Recycling
City of Waterville Residents can take their brush and drop it off at the facility for free. You must stop up at Town Hall Monday – Friday 8 a.m. – 4:30 p.m. to pick up a DUMP CARD to identify you as a Waterville Resident when you go to the facility. There is no charge for the DUMP CARD, you will need to show your drivers license to sign up for one and also when you go to Clean Wood to drop off tree limbs or bushes.
